2010 Property Assessment Manual

The 2010 Property Assessment Manual (PDF) is now available. The first document lists specific updates for the various chapters. Some items of note include Appendix 21.A which provides a summary of significant court decisions and the detailed information regarding exemptions for low income housing in Chapter 22.

Per the notice sent by the Department of Revenue, there are also a few key dates to be aware of:

Assessors are required to provide DOR with electronic parcel attribute information commencing with properties that have sold during 2010 (Chapter 17).

Assessors must be compliant with USPAP and IAAO standards as of the January 1, 2012, assessment (Chapter 1).

Municipalities must maintain parcel data in electronic form as of the January 1, 2013, assessment (Chapter 17).

As I mentioned in my post of April 13, 2009, “[i]t does take a minute or two to download. Also, please note that the file is a set of separate .pdf’s. As a result, make sure when you conduct a search you are searching the entire .pdf package and just not just an individual page or chapter. The easiest way to accomplish this is to select the binoculars within the document (see middle column in the illustration) and then select “entire .pdf package.”
